SUMMARY


The Payroll Systems Specialist is responsible for managing the configuration of the time and attendance system; validating and importing time data into the payroll system biweekly for the preparation of employee paychecks, and assisting in the configuration and administration of the payroll system in collaboration with the Payroll team.


ESSENTIAL DUTIES AND RESPONSIBILITIES

 

  • Administer the time and attendance system.  Set up department codes, work types, leave types, and other data tables with District-specific information.  Configure work rules in the time and attendance system according to employment contracts, District rules, and department requirements.
  • Add new hires and process employee status changes within the payroll and timekeeping systems.  Build import templates and load data into the time and attendance system.  Maintain interfaces for employee data, worked time, leave balances, etc. between the time and payroll systems.
  • Provide help and support to time and attendance managers in the administration of timekeeping in the system.  Help enter missed punches, update time and attendance assignments, and answer system questions.  Develop and assign work schedules for employees in collaboration with schools and departments.
  • Troubleshoot and escalate timekeeping issues with the system vendor as needed.  Plan, coordinate, and implement time and attendance system upgrades with the system vendor and District departments.
  • Assist in the development and implementation of improvements to timekeeping and payroll systems, processes, and procedures under the direction of the Executive Director of Payroll.  Recommend changes to processes to leverage system capabilities and mitigate system weaknesses as appropriate.  Help ensure that timekeeping and payroll procedures comply with federal, state, and District requirements.
  • Assist in the development and deployment of learning on timekeeping and payroll systems to managers.  Document timekeeping and payroll procedures for reference and incorporate key information into presentations.  Coordinate and lead payroll and timekeeping training as directed.
  • Prepare time and attendance data for processing with the biweekly payroll process.  Review time data for errors and apply manual adjustments/corrections as needed.  Conduct final verifications and import data into payroll.  Review quality control reports to ensure accuracy and assist in the preparation and submission of payroll filings.
  • Serve as a payroll administrator as needed.  Enter pay assignment, bonuses, and related data into the payroll system; process garnishment, tax, and insurance deductions; and process other payroll data within set payroll processing deadlines.  Answer questions in the areas of pay, taxes, and deductions; complete wage and employment verifications.
  • Maintain current knowledge on collective bargaining unit agreements to ensure staff members are paid correctly.
  • Train district timekeepers and employees in the use of timekeeping systems as needed.
  • Performs other duties as assigned by Executive Director of Payroll, Chief of Payroll, Assistant Treasurer and/or Treasurer.



QUALIFICATIONS

 

Verifications

  • Must be a U.S. citizen or have the legal right to work in the U.S.
  • Must pass Federal and Ohio Bureau of Criminal Identification and Investigation background check in accordance with Ohio Administrative Code Section 3301-83-06


Knowledge & Experience

  • Associate degree in Accounting or business-related field. Bachelor’s degree preferred. 
  • 3+ years of payroll experience (Business Plus preferred)
  • 3+ years of timekeeping system experience (Timeclock Plus preferred)
  • 3+ years of Excel experience with knowledge of VLOOKUP and pivot tables
  • Thorough knowledge of payroll-related laws, regulations, and best practices, preferably in government entities
  • Working knowledge of Microsoft Word and PowerPoint, or equivalent applications
  • Thorough knowledge of timekeeping and payroll best practices (preferably in government entities)
  • Knowledge of Ohio STRS and SERS programs
  • Commitment to maintaining the confidentiality of payroll information
  • Professional and self-directed
  • Strong attention to detail in an environment with significant amounts of repetition
  • Ability to work collaboratively in a team setting
  • Excellent verbal and written communication skills
  • Able to problem solve and think critically
  • Strong organization and time management skills



PHYSICAL ATTRIBUTES/DEMANDS  

  • Occasionally lift, carry, push, and pull various items up to a maximum of 20 pounds (50 pounds on wheels)
  • While performing the duties of this job, the employee is regularly required to sit, stand, walk, talk, hear, see, read, speak, reach, stretch with hands and arms, crouch, kneel, climb, and stoop

 

WORK ENVIRONMENT  

  • Work is performed in an office setting at a computer workstation
  • Work may be subject to frequent interruptions
  • Some assignments are subject to completion within strict timelines
